No mod effect has been verified yet. The planner computes capacity, drain and polarity correctly, but mods contribute nothing to the stat panel until their values are checked against the live game — so it will show you a build that fits, not a build that is accurate. Effect curation is tracked in src/builder/data/overrides/mods.json.
One exception: a riven you enter yourself is trusted, because you read the numbers off your own card.
